The Manager of Program Services is responsible for all aspects of service delivery related to the operations of the Pharmacare, Medicare, and Resident Services within the Nova Scotia Provincial Programs department. A key focus is maximizing the use of technology to achieve efficiency and enhance plan member and provider services.  The manager will work collaboratively with the provincial programs leadership team, the director, internal service partners and the customer to achieve identified goals while maintaining daily operations.

 

Within this position, the Manager, Nova Scotia Provincial Program Services will oversee teams who administer various Provincial Drug Programs; Medicare, Optometry and Ancillary Programs administration; provider payment and audit. Accountabilities include excellence in service delivery, customer relationship management and delivery of contract service levels.

 

Key Responsibilities

•      Coordinating and overseeing the duties of staff members, ensuring that operations are conducted in strict adherence to the program’s various policies and procedures.

•      Overseeing all operations on a daily basis, ensuring that the service level obligations are maintained.

•      Providing direct leadership to the business areas, ensuring consistent practices with other provincial programs business areas.

•      Achieve growth and development of team leaders and team members through coaching and consistent leadership practices.

•      Developing, fostering and maintaining strong relationships with our government customers; obtaining regular feedback on our performance.

•      Work collaboratively with the other Managers, within Provincial Programs leadership team to ensure consistent and effective leadership and operations across the department.

•      Working with the Director, New Brunswick Provincial Programs (NBPP) and their leadership team in New Brunswick to establish productivity measures/expectations for each team and overall opportunities to gain efficiencies within the operations.

•      Work specifically with the Director of Provincial Programs on business development activities and customer relations matters, as required.

•      Provide leadership and support for the planning, coordinating, evaluating and adjusting of program services to best meet client needs and service expectations.
 

Required Qualifications

 

Education: A bachelor’s degree in a relevant field and/or post-secondary education focused on business, leadership or related areas.

 

Work Experience: Five to ten years of related experience, specifically within the health insurance and/or government business administration environment with progressive leadership experience.

 

Other Qualifications:

  • An effective communicator, mentor and coach, with experience leading teams of varying skill and knowledge
  • Demonstrated ability to build team confidence, effectiveness and performance during significant organizational and divisional change
  • High technical aptitude and the ability to understand system and process linkage as it related to process and service delivery
  • Demonstrated ability to be able to understand the goals of the organization and translate them into plans for the Health Management department through your innovative problem solving skills
  • High level of integrity and accountability while demonstrating flexibility and initiative
  • Proven ability to build effective relationships, both with internal and external stakeholders
  • The ability to work in a fast paced environment, with demonstrated function of effective organizational and prioritization capabilities
  • Experience creating and establishing new processes, process alignment and process efficiencies that support desired business outcomes
